E D I T O R I A L

The onset of New Year 2013 ushers in major challenges for steel industry. The sovereign debt crisis in Europe is threatening to spread into major Euro zone crisis. Further down grading of the World GDP forecast from 3.6% to 2.5% in the current year, caused primarily by lower GDP forecasts for Europe (-0.3%), Japan (1.9%) and USA (2.2%) have made the fortunes of global steel industry rather uncertain. The growth prospects for the emerging economy led by China have also been lowered. India’s GDP has been predicted to clock a growth of 6.8% in the current fiscal (2011-12) and the same rate for 2012-13. The markets for raw materials particularly coking coal and iron ore are also exhibiting signs of volatility and supply bottle neck. While the down trend in global prices of coking coal by more than 30% (from 335 USD per tonne to 235 USD per tonne) has provided some relief for Indian Steel Industry, the exchange rate devaluation by more than 15% during the last few months has neutralized the gain. In order to restrain Indian export of iron ore, the Govt has raised the export tax from 20% to 30% as well as the railway freight for export consignments. However, the banning of iron ore mining in Karnataka and similar threat in other states like Goa and Odisha may disturb the domestic supply scenario. The global prices of iron ore has fallen from US 185 CFR China to the current 142 CFR China in the past few months. This would have a significant impact on the domestic prices of iron ore in the country. As regards the demand for steel, the infrastructure sector in India is still suffering from poor investment including FDI and there is a demand slackening in the major steel intensive sectors like construction, automobile, heavy machinery equipments, consumer durables, etc. Industrial production index for the first 8 months of the current fiscal year has clocked a growth rate of 3.8% over last year. Steel demand would get a boost by adequate investment flow in infrastructure sector comprising of power, petrochemicals, oil & gas, irrigation, urban infrastructure, etc as well as a higher growth in manufacturing sector comprising of mining, construction, electricity, gas and water supply. However, it must be appreciated that there has to be a suitable environment to facilitate investment into the steel intensive sector. This would require a number of reform measurers which are awating Govt approval. For instance, land acquisition, Mining & Mineral Development and Regulation bills (MM&DR;) are awating their passing by the Parliament which would go a long way in clearing the uncertainties for acquisition / leasing of mines by providing adequate compensation to the displaced persons and acquiring land for new industries. Private investment under Public-Private Partnership mode (PPP) with adequate steps for long term financing would brighten the investment scenario in infrastructure. Thus economic reforms and announcement of policy guidelines have a major role to play in creating an enabling environment for investment to flow in the targeted industrial segments.  

INSDAG, in addition to making efforts on promotion of steel consumption by organizing training programmes in the new Code of Limit State Design (IS 800) amongst students of engineering colleges, faculties and professionals as well as organizing award competitions for civil & structural engineering and architectural designs amongst students as well as professionals are also bringing out study reports and publications on advantages of using of composite construction in buildings, ROBs, railway bridges, etc. In order to promote steel fabrication facilities in rural areas, which has been identified as the weakest link in augmenting steel consumption in the rural areas, INSDAG in association with Ministry of Small and Medium Enterprises has evolved a Skill-cum-Entrepreneurship Development Programme for imparting training on steel fabrication to village entrepreneurs..

Meetings

Meeting at Kolkata Metropolitan Development(KMDA)

Kolkata Metropolitan Development Authority (KMDA) has invited INSDAG to join a specialist committee formed to decide on the additional source of (producer) steel plates other than SAIL and Tata Steel, to be used for their upcoming Parama Island - Park Circus Flyover. The committee met four times during the month of July 2012 and based on input from INSDAG on availability, production processes and testing requirements, selected 1 more additional producer for supply.

Meeting with M/s JAD Ferrocements Pvt Ltd

To improve and further economise low cost houses in rural areas with Ferrocements technology, INSDAG invited Mr J A Desai, an Expert of Ferrocement Construction, for a full day interaction at Kolkata on 13th July 2012. INSDAG had already constructed a model house with Ferrocement Panels at a district of West Bengal. The improved methodology will be proposed for upcoming publication on rural structures like housing, schools, health centres etc

Meeting with M/s Aim Steel International, USA

M/s Aim Steel International, an American Steel Management organisation visited INSDAG on 18th July 2012. M/s Aim Steel wants to set up their Indian Operation with INSDAG's help. Since the development will help improving Indian Construction Industry, INSDAG offered its help once M/s Aim Steel has become INSDAG's Primary member.

Meeting with Mr Mahendra Raj

Mr Mahendra Raj, Eminent Structural Engineer, visited INSDAG office on 24th August 2012 and had detailed technical discussion on various technical aspects INSDAG is currently pursuing. The interaction was quite helpful to INSDAG engineers.

Meeting with RINL Executives on Quality Control Order of Ministry of Steel

INSDAG has given presentation to 50 nos Branch Managers, Regional Managers and Senior Executives from all over India of Rashtriya Ispat Nigam Limited (RINL) on Mandatory BIS Certification of Steel products in the month of August 2012. Presentation includes codes and standards within the purview of certification, its justifications, way forward and general do's and don'ts.

 

Meeting with National Metallurgical Laboratory (NML), Jamshedpur

INSDAG attended Research Council meeting of National Metallurgical Laboratory (NML), Jamshedpur on 10th August 2012. Detailed review meeting also took place with concerned Scientists of NML on INSDAG-NML joint project "Paint System".

Meeting on Steel Sector Council

Meeting on formation and functioning of Steel Sector Council (SSC) by INSDAG and BCCI alongwith all the steel producers took place on 28th August 2012 at Kolkata. Letters were given to all concerned CEO's requesting their participation in the steel SSC. The responsibilities of the participating members were also intimated to them.

46th Annual Conference of Worldsteel Association (worldsteel-46)

46th Annual Conference of Worldsteel Association (worldsteel-46) held at New Delhi during 07-11 October 2012 at New Delhi. Most of the CEO's of leading steel producers were present during the conference. INDIAN STEEL VISION 2020 report (ISV 2020), a study instituted by WSA under the chairmanship of Director General-INSDAG was presented on 11th October 2012. According to the Director General, WSA the ISV 2020 report was very well presented and well appreciated by the elite audience.

Meeting with Tata Steel Business Managers

INSDAG has delivered a technical talk on need for Quality certification of Steel and Steel Products as per recent order of Ministry of Steel and Ministry of Consumers Affairs' to Tata Steel Business Managers at Jamshedpur on 24th November 2012. About 60 Business managers of Tata Steel had attended the programme.

Meeting with NID, Ahmedabad

INSDAG and JSW Ispat have a joint meeting on 19th December 2012 with National Institute of Design, Ahmedabad regarding various Steel intensive product developments for Rural population. NID has been keen to take up the assignments of design development and JSW has agreed to sponsor the projects. Detailed discussions also took place with M/s Sintex regarding various Steel intensive projects in the Rural sector of India. MD, Sintex has also expressed his desire to take help of INSDAG's Consultancy expertise in designing Steel Structures in their Industrial and other miscellaneous projects. Sintex has been keen to sign up a MoU with INSDAG in this regard.

INSDAG PARTICIPATION
  • Joint session on Indian Steel Vision 2020 (ISV2020) and China Vision 2020, instituted by World Steel Association was held at Beijing, China during July 9-10, 2012. The Indian delegation was led by Mr Sushim Banerjee, Director General-INSDAG and Chairperson-ISV2020. Other team members includes of members nominated from all major steel producers in the country (SAIL, TATA Steel, RINL, ESSAR Steel, JSW, JSW Ispat and JSPL). The study comprised of six modules viz. Demand & Capacity augmentation, Technology, Raw Materials, Logistics, Environment & Sustainability and Human Resource Development. It has been decided that the of each modules would be further elaborated and made comprehensive and this would be presented in a final plenary session planned during 16-17 August 2012 at Kolkata where WSA officials would also be present. The final presentation of ISV 2020 would be made in the Annual conference of WSA being held at New Delhi during October 8-12, 2012.
  • Indian Steel Vision 2020 (ISV 2020), a study jointly sponsored by World Steel Association and its Indian members, was launched on 25th November 2011 at New Delhi. Mr Sushim Banerjee, Director General, INSDAG has been selected as Chairperson of ISV 2020. Seven broad modules of the study has been finalised during the launch meeting.
  • INSDAG participated in the 1st RAISE Award event (instituted by Tata Tiscon) on 23rd July 2012 at Hotel Taj Bengal, Kolkata. Director General, INSDAG took part in the panel discussion on "Changing paradigm of Indian housing typology" along with Mr Mahendra Raj, Ar Ratan Batliboi and Mr Dhananjay Dake.
  • INSDAG had participated 16th National Corrosion Congress held during 23-25 August 2012 in Kolkata. About 400 delegates attended the conference.
  • INSDAG attended the PM Trophy award ceremony at Vigyan Bhawan, New Delhi on 27th August 2012. PM's trophy for the years 2008-09 and 2009-10 was given away to Tata Steel Limited and Bhilai Steel Plant by Hon'ble Prime Minister, Dr Manmohan Singh. Host of dignitaries were present in the award function.
  • INSDAG participated as a joint organiser in the 1st International Metal Summit during 29-30 November 2012 at Kolkata. The theme of the summit was "Steel & other Metals : User perspective and supply prospect".
  • INSDAG participated in the two-day international seminar on "Pre Engineered and Quick Launch Bridges" organized by Indian Institute of Bridge Engineers in conjunction with Border Roads Organization (BRO) at New Delhi on 3rd November 2012. A presentation on Continuous Steel-Concrete Bridges was also delivered during the seminar.
  • INSDAG participated in the two-day international seminar on "High Performance Steels" organized by Bengal Engineering and Science University (BESU) at BESU campus on 21-22 November 2012.
  • INSDAG attended the annual seminar of Indian Institute of Welding (IIW) , WELD - 2012 on "Welding in Manufacturing & Infrastructure Industries" as Chief Guest on 1st December 2012 at Kolkata.
  • INSDAG attended the International Conference on "Thermo Mechanical Simulation" organised by RDCIS, SAIL and IIM at Ranchi during 13-14 December 2012. Detailed discussion also took place with RDCIS officials regarding INSDAG's rural initiatives like steel based grain bins, elegant sheds for floriculture etc. A joint proposal in this regards will be submitted to SAIL shortly.
INSDAG'S PROGRAM

A 3 day National Workshop on "Recent Trends in Design of Steel Structures" was organised jointly with BESU at Kolkata in 25-27 July 2012. The Faculties were Dr V Kalyanaraman-IIT Madras and faculties from BESU and INSDAG. About 55 paid professionals have attended the course.


Two day Refresher Course on IS 800:2007 was organised jointly with Al-Habeeb College, Hyderabad during 23-24 August 2012. The Resource Persons were Dr S R Satish Kumar of IITM and M M Ghosh of INSDAG. The total numbers of participants were 60.


A series of 8 nos One day Training programme titled "Recent Trends in Steel Structures" was organised for the Engineers of Kolkata Metropolitan Development Authority (KMDA) during 29th August to 24th September 2012. KMDA is presently executing host of steel intensive flyovers and other infrastructures. A valedictory programme was organised on the last day when CEO-KMDA, Special Secretary-KMDA, Deputy Secretary (Training) and Chief Engineers of KMDA along with the participants were present. Around 230 Engineers were trained during these training series.


The final evaluation round of National competition for Architecture Students (13th year) took place at Kolkata during 25-27 September 2012. All 14 teams (3 each from west and east and 4 each from north and south) had participated during the final round. Mr Bimlendra Jha, VP (Long Products), Tata Steel was Chief Guest during the inaugural function and Dr Anil Dhawan, Executive Director (Long Products), SAIL was the Guest of Honour during the Award & Closing ceremony. First Prize was won by a team from MEASI Academy of Architecture, second prizes were won by teams of SAP, Chennai and Jamia Milia Islamia, New Delhi and third prizes were won by teams of D C Patel School of Architecture, Gujarat and Measi Academy, Chennai.


INSDAG has recently developed and imparted Mason Training on Bar Bending and Steel Fixing at a Mason meet at Bhatar, West Bengal. The mason meet on 20th December 2012 was organised by SAIL. About 55 nos masons took part in the meet. The responses received from the masons were quite encouraging.


INSDAG and Ministry of Steel jointly organised one evening seminar on "Awareness Programme for Steel Industry on Procedure for BIS Certification on Steel Products in connection with Amended Steel and Steel Products Quality Control Order" on 01st October 2012 at Khanna, Mandi Gobindgarh, Punjab. Officers from BIS and INSDAG have explained the procedure for obtaining BIS certification for Small and Medium Scale Steel Manufacturers and Need for Quality Certification. The seminar was very interactive and meaningful wherein more than 100 delegates from Re-rolling Mills association and Induction Furnace Association, have attended the programme.


The final evaluation round of the national civil award competition (12th year) took place at Kolkata during 04-05 October 2012. All 16 teams (4 each from each zone) had participated during the final round. Mr Sandipan Chakravortty, MD, Tata Steel Processing and Distribution Limited was Chief Guest during the inaugural function and Mr V K Ameta, Executive Director (Flat Products), SAIL was the Guest of Honour during the Award & Closing ceremony. First Prize was won by a team from IIT, Roorkee, second prizes were won by teams of MNNIT, Allahabad and VNIT, Nagpur and third prizes were won by teams of Institute of Road Transport and Technology, Erode and SVNIT, Surat.


As part of the continuous professional development programme, last "One Day" Training Programme titled "RECENT TRENDS IN STEEL STRUCTURE" was organised for the Executive Engineers of Kolkata Metropolitan Development Authority (KMDA) on 21st November 2012. Total of 30 Executive Engineers had participated in the programme.


INSDAG conducted the first Entrepreneurship cum Skill Development Programme (ESDP) during 03-22 December 2012 at ESAB Welding Institute, Kolkata for a batch of 25 participants from different parts of West Bengal. The programme was funded by Ministry of Steel through their Market Development Project (MDP) funding scheme. Under this programme INSDAG would impart basic training on steel fabrication and extension of hand-holding support to the prospective entrepreneurs from concept to the self-sustenance of the unit. The whole scheme would create employment and income generation opportunities for the rural and semi-urban areas in addition to facilitate the augmentation of steel consumption, application and use.

National Competition for Students [(NACS-C)] for Best Innovative Structural Steel Design

Final round evaluation and Award ceremony of 11th National Competition for Structural Engineering students took place at INSDAG office during 08 – 09 August 2011. This year among 16 finalists, 14 teams had participated. Prof (Dr) Ajay Ray, Vice Chancellor, BESU was the chief guest during the Inaugural session. First prize was bagged by IIT, Roorkee. Second prizes were won by two teams of IT, BHU and third prizes were won by MSIT, Kolkata and IIT, Chennai respectively.

Steel Application

ABROAD

Peace Bridge, Derry-Londonderry

Linking historically divided communities on either side of the River Foyle, the Peace Bridge was conceived as a landmark structure and a focal point for when the city becomes UK City of Culture in 2013. The structure is a 312m long S-shaped self-anchored suspension bridge for pedestrians and cyclists, divided in half with each portion supported from a single 38m high inclined steel pylon. The bridge deck is an orthotropic steel triangular box section, fabricated from painted weathering steel and stiffened both longitudinally and transversely. The width of the deck varies, from 35m at the ends to 4.5m at pier locations. An array of hanger rods, comprising of helically spun spiral strands, supports the deck at one edge only. They are spaced along the concave edge at approximately 4.5m centres. Prior to fabrication, a comprehensive 3D model of the pylons and bridge deck was created, and this assisted in visualizing the structure and simplified the checking process. Subsequently it was also used to produce component, fabrication and assembly drawings. Following the installation and welding of all the deck units, the suspension cable installation was undertaken in two stages. In the first stage the cables were anchored to the deck and pylon anchorages using a system of multiple winches and guides that hoisted the cable up from the deck. All of the hangers and clamps were attached to the cables as they were winched up to minimise working at height and over water.

Steel Based Restaurant, New Delhi

The Building area is 800 sqm and is designed to take live loads of up to 500 Kg/ Sq. M with a front fascia of glass. The design and shape of the building is very unique. The building is a Combination of Built-up and Cold form joist and external walls in Interarch Light Building System. The Building will be used both for as Restaurant and Marriage / Reception hall. The complete building is fully insulated. The complete project was completed in 3 months time.
