for
THE
INSTITUTE
The Institute
for Steel Development and Growth (INSDAG) is a
non-profit making organization established in 1996 at Calcutta by the Govt.
of India and the major steel producers of the country. The Institute
primarily works towards creating awareness on advantages and advances in steel
application among users and potential users, providing efficient steel-usage
technology /design aids / teaching aids, upgrading skills/ know-how and
disseminating steel related information/ database, expanding application of
steel in different segments of industry, establishing intimate
industry-university interface and communicating the benefits of steel vis-�-vis
other competitive materials, etc. To promote the development and growth of steel
usage in India, the Institute has identified various projects / thrust areas
under the direction of its Executive Council.

MISSION
To accomplish the goals and objectives, the Institute has
carved its mission as:
To
work in unison with all the Stakeholders in the Steel Industry so as to evolve
ways & means for
more efficient use of steel and provide optimum value to the
customer.
THE
AWARD
To create
interest among the students of Architecture in using steel as a medium of their
architectural expression and in exploiting numerous advantages of structural
steel as a material of construction, the Institute announced a "Student Award Scheme for the Best Innovative
use of Steel in Architecture" as a
part of its Industry-University interface. Starting from the year 1999-2000,
the Institute is arranging an interesting and exciting competition every year
for the students of Architecture all over India with a view to recognise and reward the talents of
budding Young Architects of tomorrow for �Excellence in Steel
Architecture"

on the competition for the Architecture Award Scheme: Year
2000-2001 (i,e 2nd year of the Scheme) is available in
this booklet.

ELIGIBILITY
The "Award Scheme" is open for all the
second year to fifth year Architecture Students (individual participant /
team of max. 4 students with at least one 4th /5th year
student in the team) from any AICTE approved University / Schools of
Architecture in India.
THE
SELECTION
Four Zonal
Selection Committees (for East,
West, North and South Zones) consisting of renowned Architects and Faculty will
make the Zonal Ranking (and Screening) of Entries at each Zone. In this Zonal
Round, a max. of 16 (sixteen) best Entries will be selected (about 4* nos
from each Zone) based on the Zonal Ranking of the proposals, as per the criteria
formulated by the Committee. (* Depending on actual nos. of Entries received at
the Zone)
The above top 16
Participants (max.) will be duly informed and called at Calcutta to appear
before the Central Selection
Committee for the Final Round of Competition, display and
presentation. The approximate
timing of the same is around June
2001. However, the detailed programme will be intimated later on. The top
five Entries will receive the Awards.

The participants
are invited to send their entries / application containing the

drawing (A0/A1 Size) with Landscape Planning etc (Recommended scale 1 : 600 /

Detailed
Architectural Drawing showing Floor Plans, Elevations, Sectional views, blow-up
details etc highlighting the application of steel. (Recommended scale 1:100, 1:
10)
� Perspective View of the
buildings/structures
�
All
other drawings shall be of A1 size and in printed form complete with Nameplates
etc. (floppies will not be accepted)
�
A
brief Write-up (Max.3000 Words, duly typed on A4 size paper) on the work (consisting of the Summary, Introduction
/Background, Considerations / Assumptions, Proposal Description, Highlights/
Special features, Innovativeness in Approach and Steel Application etc.)
�
A
brief Resume of each participant(s) containing name, address, phone / fax /
e-mail number, name of University / College, year of study, roll numbers and
registration numbers, and 2 nos. recent passport-size attested photographs
etc.
�
A
certification from the HOD of his / her Institution on office pad duly approving
all the above information produced by the student(s) / applicant(s) and also
certifying the originality of the work under the office seal /
stamp.
OTHER
RULES
1. A maximum of
five (5) Entries are accepted from any Institution.
2. Originality of
work is essential and the application will be disqualified, if found
otherwise.
3. The decision of
the Expert Committee is final and binding. Canvassing in any kind will lead to
disqualification.
4. Outstation
candidates appearing for the final round of competition at Calcutta will be
reimbursed to-and-fro second class sleeper Rail Fare by the shortest route on
production of proof of travel. Accommodation in Guest House/Hostel will be
considered depending upon availability. A maximum of two numbers of candidates
shall be considered per Team/ Entry for this purpose.
5. Family members/
relatives of Selection Committee/ INSDAG Staff are debarred from taking part in
this competition.
6. All the entries
/ proposals received by INSDAG at all stages of the above competition shall be
treated as property of INSDAG. Moreover, INSDAG will not take any responsibility
in case of missing of any documents /communications (if any) from any side while
in transit.
�Brief� for the competition on
the best innovative use of steel in architecture
under
insdag student award scheme 2000-2001
The
Objective
The main
objective of the competition is to create awareness among the students on high
potential of structural steel (as a material of construction), to expose them to
the world of steel in depth and also to stretch their minds for using steel as a
medium of their creative expressions.
The Brief
Riding the
success of Indian experts in the worldwide IT Boom and subsequent to the visit
of one very powerful Head of State from the West to India, five out of world�s
top twenty IT Multinationals have decided to shift their Headquarters to India
with effect from year 2002, thanks to the favourable IT policy of the Government
and the declaration of the World Bank that India is going to be the strongest
economic power in the Asia-Pacific region in next 5-10 years.
This will lead
to immediate relocation of some 5000 NRI/ foreign experts in the year 2002-03
and the growth possibilities are tremendous. The required infrastructure
facilities are demanding --which have to be futuristic and truly world
class in all respect. The Govt. has formed a �high-powered committee�
for implementing the project in a very short time, of which INSDAG is an
important member.
The prestigious
�IT Enclave� will be located in new Chennai�spreading along the beautiful
coastline. A state- of-the-art Sports cum Recreation Centre will be a
landmark destination in the enclave as the multinationals give priority
consideration to fitness and cheerful mind for their executives. The challenging
architectural scheme for the proposed center will be selected through a country
-wide design competition under coordination of INSDAG.
The construction
will start from August 2001 and the center will be inaugurated on 1st February
2003.
Guidelines
1.0 The Implementation Committee has
pointed out the following in their briefing:
a) The
proposed Center will be truly world class in its features, quality, aesthetics
and visual impact.
b) The center will
be strategically located along the seacoast line and is intended to be landmark
architecture in the Asia-Pacific region.
2.0 INSDAG desires
that the architectural scheme should take full advantages of steel intensive
construction in line with developed countries and also in view of the time and
other constraints. Accordingly, the following may be noted while formulating the
schemes:
a)
Use
of steel in structural framing / flooring
b)
Use
of steel elements in roofing, cladding, fascia, stairs and other areas as far as
possible.
(While there is no intention to exclude
reinforced concrete elements in some locations such as slabs, foundations etc,
it is intended that predominant uses of structural steel sections along with
other steel elements be employed in the design.)
a)
An impressive
multi-purpose Indoor
Stadium with provision of one basketball court
(approx. 28m x 15m), one volleyball court (approx. 18m x 9m), one badminton
court (approx 13.4m x 6.1m), two squash doubles courts (each approx. 9.75m x
7.62m) and an ice skating arena (approx 12.5m x 7.5m). Additional requirements are: a minimum of 5m
wide free/common space along any court(s), approx. 25m clear headroom, sitting
capacity of around 15000 people and natural illumination to the extent possible.
The associated facilities include players� rooms, locker rooms, media centre,
two giant digital display screens, two digital scoreboards, emergency medical
unit, fast-food centres, toilet blocks, emergency exit systems etc. The plan
area, illumination and such other details are to be decided by the
architect.
b)
An
adventure Climbing
Hall
(approx 25m high
and 300 sq. m in plan) with artificial indoor rock faces and transparent walls.
A central Cafeteria
(about 150 sq.
m) may be attached to this.
c)
An
ambitious all weather Ocean
Park, the first of
its kind in India and the finest example of nature captured in an artificial
dream world. In this unique water theme park, a part of natural sea and beach
will be suitably arrested under a free-spanning and partly openable curved roof
of size 400m x 100m at a max. height of about 35-40 m above the water. A
stunning range of water park facilities will be located under this roof.
The enormous
roof, when closed will give protection against hot and sultry Chennai summer and
artificially maintain a comfortable weather inside (say, at 22 degree
centigrade) and thus re-create some of the most sought after beaches on earth.
The mechanized roof can be slide-opened during good climate into two 100m x 100m
segments creating a central opening of 200m x 100m. The roof and two
gable-end walls will be designed to create an impression of endless sky and sea.
The
facilities shall include:

General
1.
The Utility
Facilities and the Administrative Block will be provided in a separate
building, which need not be shown for the purpose of this competition.
Utilities include uninterrupted power and water distribution system, central AC/
ventilation system, advanced maintenance and fire-fighting system
etc.
2. Sufficient car-park space and suitable internal
road layout should be provided. While there will be one main entrance to the
complex, dedicated gates are also to be provided for the stadium and the ocean
park for controlling heavy rush and as emergency exit. Sufficient space for
toilets, elevators and stairs including emergency exits etc are to be provided
in the structures.
3.
Fire resistance
will be provided by spray/ intumescent coating and /or sprinkler system. Encasement with
concrete may not be required. High performance painting system will be adopted
for ensuring a maintenance free period of 40 years.
Site and Site condition
a)
The
proposed site is a more or less rectangular plot (1500m x 250m) at eastern coast
of Chennai city. One longer side of the plot is parallel to the coastline
(eastern face) while a 120ft wide road runs along the other longer side (outside
the plot). The two shorter sides of the plot are having vacant land at present.
The ground is more or less levelled and land acquisition is complete.
b)
The
soil condition is not very good. The soil investigation is going on at site. A
tentative bearing capacity of 10-20 t/ sqm is expected.

ATTENTION
PARTICIPANTS
The
duration of this Competition is approximately THIRTY weeks, which will go by
very quickly. We encourage you to start immediately by familiarizing yourself
with the project requirements and planning your progress for each week through
the competition. Develop your design and do fantastic presentation drawings that
anyone, but especially the Selection Committee, will be thrilled to review. We
encourage you to be creative and imaginative with your design and presentation.
This competition is a great challenge, give it your best shot and most
importantly have fun.
